China Healthcare Policy Delta Log — June 2026
One decisive plan, one decisive non-event: a 14-ministry anti-corruption work plan lands, and the first-wave IOL procurement cycle expires with no renewal scheme.
June 2026 brought China’s ophthalmic-device market one decisive development and one decisive non-event.
The development: a 14-ministry anti-corruption work plan (国卫医急函〔2026〕123号), disclosed on 8 June, that for the first time sets medical-device tax enforcement and a research commitment to direct medical-insurance settlement in a single instrument. High-value consumables procurement is named for priority scrutiny.
The non-event: the first-wave national intraocular-lens procurement agreements expired, Beijing on 28 June, the main national wave on 30 June, with no renewal scheme published. A worked renewal template exists for devices in the coronary-stent second round, but it has not been extended to lenses.
Inside this month’s Delta Log:
• The 14-ministry anti-corruption work plan, and what it means for device distributors
• The IOL procurement expiry and the renewal vacuum
• Eye-surgery pricing unbundling across four provinces
• DRG/DIP 3.0 ophthalmology grouping, still pending
• A Q2 quarter-in-review
The full Delta Log, with policy document references and a structured data-reference sheet, could be downloaded as a PDF.
Key Implications. For teams managing China device portfolios, June paired one tightening compliance frame with one dated-but-unanswered renewal question. The compliance window and the procurement window now coincide; the immediate action is a review of distributor tax-compliance exposure, whilst the renewal magnitude stays unlocked. For premium lenses, the variable to watch is the July payment-grouping revision.
